Over € 7 billion available for Horizon Europe projects by 2025
The new Horizon Europe 2025 work programme makes more than € 7 billion available to support a more sustainable, innovative, and strategically resilient Europe. This budget is allocated across various themes and instruments, each with its own funding calls.
2025 work programme budget
The available budget of € 7.3 billion will be deployed in 2025 across several new funding rounds, targeting the following themes:
- Green Transition: Projects focused on renewable energy, the circular economy, climate, and sustainable transport – approximately € 2 billion
- Digital Transition: Projects focused on AI, data spaces, and digital infrastructures – approximately € 1.5 billion
- Strategic Technologies: Projects focused on AI, biotechnology, and quantum technologies – approximately € 1.4 billion
- Health, Security, and Talent Development: Projects focused on health technologies, crisis response, defence, skills, and research infrastructure – approximately € 2 billion
In addition to the themes listed above, there is also a strong focus on simplifying the funding process. This includes clearer guidelines and greater support for applicants throughout the entire process. Funding rounds may be split into two phases. In the first phase, only a concise proposal is required, with only selected applicants invited to submit a full proposal in the second phase.
Horizon Europe Calls in 2025
Horizon Europe includes various clusters and themes, under which numerous calls are opened throughout the year. In total, there are six clusters with different funding opportunities:
- Health
- Culture, Creativity & Inclusive Society
- Civil Security for Society
- Digital, Industry & Space
- Climate, Energy & Mobility
- Food, Bioeconomy, Natural Resources, Agriculture & Environment
The programme also includes the Horizon Europe EU Missions, which focus increased attention on major societal challenges. There are five missions, each with clear objectives:
- Mission Climate
- Mission Cancer
- Mission Ocean
- Mission Cities
- Mission Soil
For the full duration from 2021 to 2027, a total budget of € 95 billion has been allocated across all these funding opportunities, aimed at building a stronger Europe.
