Focus on dual-use infrastructure

The focus will once again be on adapting transport infrastructure for dual-use applications. This includes strengthening bridges, rail connections and logistics hubs so that they can be used for both civil and military purposes.

Examples of promising projects

Various types of projects are eligible under Military Mobility, provided they contribute to improving military mobility within the TEN-T network. Examples include:

  • Reinforcement or replacement of bridges so they can support heavier military equipment
  • Adaptation of rail infrastructure, such as platform extensions or track reinforcement for military transport
  • Improvements to road connections and corridors for heavy and exceptional transport
  • Upgrades to seaports and inland ports, including loading and unloading facilities for military equipment
  • Adaptation of tunnels or locks to enable the transport of military equipment
  • Digitalisation and traffic management systems to support logistics flows

An example project Verbrugge Zeeland Terminals

Verbrugge Zeeland Terminals (VZT) implemented a strategic rail expansion in Vlissingen, enabling goods and military equipment to be transferred directly from ship to train. This project, supported by CEF Transport Military Mobility, strengthens both civil logistics and military mobility within Europe. Thanks to the expansion, longer trains can be loaded more quickly and safely, contributing to more efficient transport, a modal shift from road to rail, and a more sustainable logistics chain. Hezelburcht supported VZT throughout the entire funding process, from application to final reporting.
