Transforming Health and Care Systems (THCS) is European Partnership instrument on transforming health and care systems. This is a ‘Cofund action’ under the Horizon Europe programme. THCS is aimed at supporting national and regional research and innovation projects in the health and care sector. Together with a large number of research and innovation organisations in the sector, THCS launches grant calls for various types of projects. Specifically, for projects that contribute to the transformation towards better, more sustainable, inclusive and innovative health and care systems.
Fourth THCS call for proposals
THCS has launched a fourth call. Projects funded under this are aimed at improving primary and community health and care systems, providing policymakers with knowledge and tools to manage transitions within the primary and community care sector. Projects funded under this call will deliver promising financial, organisational, and practice-based service innovations that promote the transformation of health and care systems and contribute to faster exchange of best practices across different countries and regions. In total, there’s more than € 35 million available for project proposals. A pre-proposal can be submitted until 2 February 2026, and the final full-proposal can be submitted until 30 June 2026.

From 23 countries, 51 partner organisations, active in health and care, are working with the European Commission within this partnership. The countries and organisations involved may differ per call. A full list of funding and innovation organisations per country can be viewed here.
