EU budgets 2028–2034 for a stronger Europe

On 16 July 2025, the European Commission presented a series of EU budgets for the future of Europe through the Multiannual Financial Framework (MFF). In total, the proposal outlines an impressive € 2 trillion in funding for various European objectives between 2028 and 2034. This budget is designed to support Europe in achieving its ambitions to become an independent, prosperous, secure, and thriving society and economy.

Objectives of the 2028–2034 MFF Proposal

The new MFF proposal is the most ambitious and dynamic the European Commission has ever put forward. Its purpose is to ensure that future EU funds are not only aligned with political priorities but also achieve goals that could not be met through national budgets alone. The key objectives of the 2028–2034 MFF include:

  1. Investing in people, Member States and regions
  2. Fostering education and democratic values
  3. Driving prosperity through competitiveness, research and innovation
  4. Protecting people and building preparedness and resilience to face new challenges
  5. Safeguarding Europe
  6. Building partnerships for a stronger Europe in the world
  7. Creating new own resources to match our shared ambition
  8. Engaging citizens through the European Citizens’ Panel

Key Features of the MFF Proposal

The European Commission has identified several core elements within the proposal:

  • Greater flexibility across the entire EU budget, enabling faster responses to unforeseen developments and ensuring Europe remains adaptable;
  • Simpler, streamlined and standardised financial programmes across the EU, improving access to funding for citizens and businesses;
  • A budget tailored to local needs, with national and regional partnerships enabling targeted investments and reforms, leading to stronger cohesion across the EU;
  • A powerful boost to Europe’s competitiveness by securing supply chains, scaling up innovation, and leading globally in clean and smart technologies;
  • A balanced package of new revenue sources that ensures sufficient funding for key priorities while keeping pressure on national public finances to a minimum.

How will the budget be allocated?

The proposed MFF budget of € 2 trillion will be allocated between multiple actions:

The proposed budget will be discussed with the European Parliament before final approval. It is intended to come into force in January 2028.
